SMS Messaging

Send SMS messages to voters and citizens using the SMS integration.

Overview​

The PWA supports SMS messaging through:

  • Twilio (Primary)
  • Msg91 (Fallback)

Sending SMS​

Individual Message​

  1. Navigate to Messaging → SMS
  2. Click New Message
  3. Select recipient or enter phone number
  4. Compose message (160 characters per SMS)
  5. Click Send

Broadcast Message​

  1. Navigate to Messaging → SMS → Broadcast
  2. Select recipient segment or upload CSV
  3. Compose message
  4. Schedule for later (optional)
  5. Click Send Broadcast

Message Limits​

  • Character Limit: 160 characters per SMS
  • Long Messages: Automatically split into multiple SMS
  • Unicode: Supports Unicode characters (70 characters per SMS)

Delivery Status​

Track SMS delivery:

  • Sent: Message sent to provider
  • Delivered: Message delivered to recipient
  • Failed: Delivery failed
  • Pending: Awaiting delivery

Best Practices​

  1. Keep Messages Short: Stay within character limits
  2. Timing: Send during business hours
  3. Personalization: Use recipient names
  4. Clear Content: Keep messages clear and concise
  5. Compliance: Follow SMS regulations

Troubleshooting​

Message Not Sending​

  • Check SMS provider status
  • Verify recipient phone number format
  • Check credit balance
  • Verify provider configuration

Delivery Failed​

  • Recipient may have blocked your number
  • Phone number may be invalid
  • Provider may have restrictions
